This page shows where to find "official" information about Paradox and the Borland Database Engine (BDE). Corel Corporation is the current publisher of Paradox. Most of their services are online; here's a small sample of what they provide:
Borland (formerly Inprise Corporation) is the current publisher of the Borland Database Engine, as well as several development environments (e.g. Delphi, C++ Builder, JBuilder, and so on).
You should be aware that Borland has specifically announced that they will no longer update BDE. While Corel has not publically announced how this affects their Paradox plans, it's generally assumed that they will continue to use BDE until they're able to re-engineer Paradox to use a different database engine.
